Hard to say, there isn't really a category for "numerous attempts at a one-off that might have become a series if it ever got filmed"!
On a similar note - Good Morning Camus (1995) is in regular productions as it had more than one episode, yet YSTV-am, Lazy Lunch and This Afternoon are in one-offs even though there followed the same format of a few episodes daily in a week.  Which is correct?  I'd go for them all in one-offs to be honest as it was a very short space of time, and intended to be a one-off, rather than say Red Braces which as I understand it was once a week over a term or so...
